"Young drivers are less feasible to recognise DANGER when it looms. Even sensible ones."

or something.
It is only experience not certainty.
i think it is more "Unexperienced drivers" than freshly "young drivers"
Yes, it's in actuality been proven scientifically... A couple of years ago, some researches did some brain scan while test subjects drove simulated cars. The found that the younger the oral exam subject, the less resources they had to realize when a death-defying situation was developing.
it's practical due to inexperience of reading traffic and anticipating the manoevures.
I would utter it's more accurate to say New drivers,
