Answers: Yes. Currently, you do not want a US passport to drive to either Canada or Mexico. Notice I said drive. But by '09 at hand is a law that will variety everyone that wants to stir to either of those places win a passport. Hope this helps.
Your friend is going to stipulation more than just a California ID card. He will also call for a certified birth certificate (they don't adopt copies at the border, as far as I know.)
Right now the rule of thumb for U.S. and Canadian citizens is valid photo ID (like a driver's license, or contained by his case, a different category of valid photo ID) and an original birth qualification. At least surrounded by San Diego (assuming he was born there) your friend can go and get an original birth permit down at the County office on Harbor Drive - it costs $12 a copy, I deem. They can print it up for him right on the spot, it only take a few minutes.
