Answers:    I would say Nogales, Arizona because within are less drug cartel in the nouns. Also because of lack of traffic.
I second the nomination for Nogales. It's also a relatively early and easy crossing. For example, driving pay for into the US, I can typically cross at Nogales well in an hour, compared to 3 hours or more at Tijuana.
