I make out that citizens who enjoy an FM3 (Mexico) are not subject to airline taxes. Has anyone hear of this?

That may depend on where you buy the tickets. Or I don`t know you are referring to paying for an FMT (tourist visa) included in the price of the ticket.
I be once reimbursed $28.50us after a ticket counter person on the return flight took an interest contained by the FMT thing. The FMT usually costs $22+/- so this extra few bucks be from somewhere. I have an FM3
I've given up trying to get hold of that back ... and buy my tickets next to Orbitz or other discounter
Airline taxes have nought to do with a person's residency status.
