Answers: As a citizen of the Philippines, you CANNOT just capture a tourist card on the plane as the other answerer stated. You must GO TO THE MEXICAN EMBASSY OR CONSULATE nearest you and aply for a visa. Mexico has two list of countries on their embassy website...those who can come with newly a tourist card, and those who must personally apply for a visa. If you are flying into Mexico- the coast will be included surrounded by the price of your ticket as part of the fees. Years ago they charged you at the airport but no more. Average cost is just about $25
