Answers: Yes Mexico city would be a good choice, but maintain your eyes open because you are other a target in that city.
Puebla isn't far and it is a nice enormity down version of Mexico City (more touristy), also close by at hand is Cuernavaca and it is a laid back composed little city. 30 minutes away is Tepoztlan which is just a superb place to visit, it have a pyramid at the top of a mountain (2 hour hike for slow ailing people approaching me). And you have to be in motion to Taxco which is a couple of hours away from Cuernavaca, but you will love it. This is where you will find adjectives and anything in silver jewelry. The places I own mentioned are pretty safe for tourists, the solely place I'd be concerned with would be Mexico City, but if you clear sure that you make yourself appear alert, you shouldn't hold a problem. A word of advice for visit Mex City: Always use a "Radio Taxi" they cost more but they are safe, avoid the metro, and never pilfer your eyes of your belongings.
Hope this helps.
Rosarito and Ensenada on the Pacific side of the Baja Peninsula. Nice towns, moral shopping and restaurants, beaches.. People are friendly and useful, lack of Spanish writing skills isn't a problem. For immersion in historic Mexico, Mexico DF is the place.. yes! i recomend troncones. check this out:

Guanajuato or Ajijic are both superlative places for that. Ensenada, Baja California. You can do all you want and since it's a tourist town you won't enjoy trouble with the communication.
Mexico City seems approaching the place to go.
