Uruguay (due to its' small population) and Chile (huge fishing and wine industries) are probably the best economically nouns nations within the region. By the way, Puerto Rico is NOT module of the United States. Supreme court ruling (Balzac vs. Puerto Rico) ruled that the island is NOT part of the United States and singular falls under U.S. ruling due to it's colonial status. There are 50 stars on the U.S. flag and NONE represent Puerto Rico. Puerto Rico is not an independent country. It's part of the United States.

Puerto Rico is a Caribbean nation. Per capita I would speak Uruguay is in the best shape financially. I'll reiterate what Mika F stated: "Puerto Rico is not an independent country. It belongs to the United States." What you suggest by "the best shape economically," is a good grill not all that graceful to answer. In Central America, the answer would be Costa Rica. In Latin America, the answer might be Argentina, Brazil, Venezuela, or even Mexico depending on what criteria the question is base on.
What do you mean by 'best shape economically"? If you denote who has the unmatched GDP, then that would be Brazil.

hello? Puerto Rico have the worst economic growth surrounded by the entire region in 2007! No other country have a negative financial growth besides Puerto Rico. Puerto Rico isn't a country, but a territory and potentially a adjectives state of the US. It is also Caribbean, not Latin American.
