Is it secure to filch taxi instead of local transportation contained by this countries?
Caracas, Venezuela
Banrranquilla, Cartagena, Colombia

Cartagena should be fine as long as the hackney carriage is official

It's safe surrounded by Barranquilla(i've been in that before) and probably Cartagena. But take it contained by the day, if you hold it at night, stay contained by the city where near are a lot of relations. You can also have a private cab like presiosa said...correct luck For Colombia, yes if you use marked cabs merely. Suggest you have hotels, restaurants, etc. phone for your cab.
In Colombia, pocket taxis by calling them, not contained by the street, any way, local transportation is locked If you have connections, you should be fine. Many general public (hotel employees, etc) will hold family member that own a taxi, and you can probably trust them if you can trust the character who reccommended it.
In Panama it is safe...They should not charge you more than 2.50 if you are going around the city..If you are going to the airport they might charge you around 25.00. NO! NO!! NO! stay away from the taxi. They will most likely decimate and rob you!
I would be weary of taking one at darkness. During the day it should be ok. If you are that concerned, you can other hire a private driver for the day.
