Cell Phone Rental/Purchase Uruguay?

Does anyone know if it's possible to rent a cell phone in Uruguay (I don't want to rent one stateside because I'm not going directly here and back)?

If not then what is the easiest and/or cheapest bearing to buy a phone that will allow me to make local call; receive incoming calls -preferably for free; and also produce international calls (in armour of emergency). I will be there for two weeks, so I'm guessing I inevitability some kind of wages as you go service.

Any backing is greatly appreciated.
