Answers:    Been to Rio twice and although people speak it's a dangerous place, next to street muggers and stuff like that, I never experienced anything unenthusiastic there. it is a magincal place, beside nice smiling people. The sugar loaf's attitude is breathtaking as is the statue of Christ the Redemeer. The food is a bit spicy but it is ok and caipiri~nas are simply great to drink (although a bit strong!) Bahia is a completely different place, it's more of an authentic place, with illusion and witchcraft in the heavens. It is specially great to visit during carnival time where on earth people skip in the streets adjectives day.
In Rio (or any place contained by the world) just stick to tours, dont saunter alone at night (specially within Copacabana) and try to stay in Ipanema or Leblon which are better neighbourhoods. Just dont flash your camera and run as little cash as possible, stick near credit cards as they are easily cancelled and reported and replaced. In Rio transport BTR tours to Buzios, Angra, Petropolis, etc. They are the best tours.
My friend is from Brazil and lives in Brazil. He told me Bahia is poor and Sao Paulo is the richest state. Rio de Janeiro have a lot of tourist attraction plus it is richer than Bahia, so if I be you I would go to Rio. I instinctively would go to Sao Paulo, but hy it is your choice!
