Cheapest time is April through October near a few exceptions in September (labor sunshine week, etc). Hurricane season is completely irrelevant, as hurricanes do not impact Costa Rica. Its too far south.

Logistically, be warn, that trying to do a wedding out of the country is exceedingly difficult. I have be searching for sometime myself (out of Michigan so -DTW or CHI as I am on the West side of the state), and I hold on to finding great rates up to November(start of the Holiday season), a slowdown again in February, soaring rates in March (Spring Break), and a mellow out again in April (after Easter).
