What does this Irish plan - "Ni thuigim an ceist seo contained by aon chor...."?

Thuigim means to undersrtand.
Ni infront of it resources the negative.
Ceist is ask in english.
In Aon Chor method anyway.
Anybody who says anything give or take a few anger is wrong.
I do not give this Question contained by anger. I think that the later Part means Anger the rest is correct. Its scheme " I dont understand this ask at any rate"
