yes you will find 3-4-5 star hotels well compared to plentiful international hotels but what they charge can be anything in the selection of usd 250-1200 per night.
fyi-even surrounded by places like nhom penh surrounded by combodia or pattaya
in thailand you can take a ver decent 3 star hotel for apx.usd30
but surrounded by india it is totally impossible.
in pune you can try - ginger hotel - which is owned by the tata group and it should fit into your price band.
