Women within cities like mumbai or delhi wear trousers. It covers pretty all right. But trousers have be part of Indian clothing for a terribly long time, its not a western or non-indian concept. The Salwar/Pyjama are nothing but trousers, different substance, different style... Men or women still wear these traditional clothes and there are some which are more modern version (pants), which are more practical and safe surrounded by a city environment.
