Honeymoon is to be closer adjectives time and adjusting to respectively other in adjectives manners!
Now the suggestions.
1. Alibaug..1 hr boat trip & u r in Alibaug. The beach are good but no perfect hotels on beach.
2. Matheran..30 min drive from Neral & u r within Matheran. Very good place & adjectives amenities available.
3. Silvassa..3 hrs to Vapi(bombay-A'bad route) & 1 hr drive. If u have instinct for forest, zilch like this. Hotel Raas, Dan, Kamat, are cheap & apposite. Daman sea shore is approachable.
4. Aurangabad-Ajanta-Ellora is 8 hrs away.
5. M'war is appropriate but away & a bit costly.
Panchgani ofcourse, it is cheapest depending upon the season. This time there wo'nt be any rush. Alibag (near Pen/ Raigad) is the best place. Matheran, Mahabaleshwar, Lonawala, Khandala are also effective to Mumbai. Have you visited areas surrounded by Konkan? 'Cheapest' depends on how you want to travel.
Goa's a great place. If you travel to Goa by a Volvo Bus, travel via autos locally, or rent a non-ac diesel indica locally, stay in a 2-3 star hotel, and put away at relatively cheaper restaurants, and not spend on alcohol drugs etc. then its gonna be a cheap holiday.
Else, you could shift to mahabaleshwar / matheran similarly.
It entirely depends on what the couple is into,i.e. hills, beach, caves.

Top floor of your house. Ha ha ha ha ha ur house would be the cheapest place to be in. no room rent... no food exp... no travel exp.. freshly ensure that you are alone with your spouse and within is no disturbance. have a nice time and a worthy, happy and restful life in that after.
if u insist on going out . try - matheran, lonavala, khandala, alibaug, panchgani, mahabaleshwar, goa.. saputara, diu, daman, tithal (near valsad), ubhrat, kihim, manori beach, madh island etc.
i contemplate mahabaleshwar ,malshej,panchgani,koyananagar would be the cheap places
