Its 18 but I suppose it can be ''twisted'' a bit.they are not very strict at the shacks , but I don`t know a bit more strict at the nightclubs...and you can other buy a drink at the supermarket/shop and take it put money on to your room!

Other than that..money speaks.. oh, in that really isn't one. if you're old satisfactory to have a passport, the bar in goa will serve you drinks.
try to cart it easy on the locals though. india is really a mellow place and the partiers that invade goa can be a moment or two harsh sometimes. appreciation.
