What Fenris said certainly is just partly the truth. The big squires used to give out beer to their lands workers halfway during get in season; that's the reason why the Oktoberfest certainly begins contained by September. And when the harvest be finished, they were given their once a year salary, and a free ride to the "Fest" (not necesseraly contained by Munich, but maybe contained by some smaller town), with the squires, unsurprisingly, hoping for the good men to find a mate, and for the poorer, to spend all their money, so that they wouldn't hold to hire them again, or for a lesser wage, but for just for food and lodging.

So that's the tradition it in actuality stems from. Not quite funny, is it? But it's the truth.
