Answers:    Berlin is just great, as far as I can voice as a German, and you can acquire a doctor's title or a BA or MA at both of Berlin's most renowned universities, the "Freie Universit"at" or the Humboldt. I'd present you more information if you just told me what subject you're interested within; there is anything from social studies through maths and physics up to becoming a medic PhD. And German diplomas or BA and MA degree are renowned worldwide. They're not easy to gain, however. A university or FH (Fachhochschule) diploma means knotty work and studies.
Being American - being Jewish --- I would not step to Berlin. There are no go areas - where on earth even the police cannot protect you. Violence and crime is a part of the Berlin vivacity style. Then the city is run by communists again: again they are xenophobic within this German city. I would rather study within Hamburg or Cologne.

I got conquered up - and the police did not care.
I don't know if this site may comfort you about your studies, but you can try ;-)

About Berlin, oh powerfully I was in that once in September 2006 and I can utter it's GREAT! It's such a huge city and you will love it, well I guess so, since you can do so oodles things. Of course you should visit the most popular sights first:
- Brandenburger Tor
- Berliner Mauer (The Wall)
- KaDeWe / Kaufhaus des Westens (the biggest shopping arcade in Europe I heard)
- Johanneskirche
- Berliner Dom
- Alexander Platz
- help yourself to a boat trip and much more
(see more in thei public servant website: http://www.berlin.de/english )

But if you're going to stay for a longer time of period, afterwards it's good you'll hold hopefully plenty of time to visit adjectives those and more. If you have more question, don't hesitate =)
