Why is it that German cigarette pack hold 17 cigarettes and American pack 20?

I live in Germany, usually cigarettes come surrounded by packs of 20 - its merely the vendig machines that give 17!

Every time when the cigarette prices rices up contained by Germany they take one cigarette out the bag. So long time ago they had a also 20 cigarettes in a minute it's getting lower and lower, soon there is zilch it the package. The number of cigies within German packs own varied over the years from 17-22 because of inflation and rates. Since the vending machines give no transformation, they just give or subtract a cigi from the pack to make the adjustment! Vending mechanism prices have other a nice round price like 4 euros so they trade.
Back in the olden days (1970's) they used to hold the change within with pack.
Most brands own vending machine pack and regular store (where they can make change) pack with difficult counts.

i have no notion..and i didnt even know that We have 20 because in that are 20 matches within a book of matches.
Canada have 25.. No idea why tho.
orginally we have 20 cigarettes a pack..prices for cigarettes havecontinously risen over the last years...this is giving of a hidden price rise
