Travel Document to Germany?

we live in flushign ny and mii mom wishes to go to germany and she requirements a travel document.
How can we get a travel document can i print one online!?
and if yes later please post the website!
and if no then please report to me where i can bring one and how.

Answers:    Is your Mom a green card holder in the U.S.? If she is, she desires to carry her green card when she travels. Now, did she come to the U.S. near a passport from her home country? Or , did she come to the U.S as refugee...so she does not have a passport? If she come as a refugee...she must have what is call a "travel document" to travel internationally. ps: If your mom is an immigrant to the US and not an US citizen she have to go to her local embassy or consulate and get a unmarked passport. Ask there howto receive. Germany for excample charges a document, that your mom is not US citizen. If she has an EU passport that be it. (And Norway). If her native country is not EU, she possibly wishes a visum. Ask German embassy.
Papers please..... There's two possibilities:

You both get a valid US passport, later you'll be granted immigration on a tourist basis.
