Whenever I travel to Germany I use Cheap Ticket .com.
Those are always the best contract around. Rick Steves has great travel guides for travelling on a budget. I don't know if there's anything on his website (www.ricksteves.com) but walk to the library and see if his travel books for Germany are there. He might even enjoy one specifically for Frankfurt.
