Learn french. You don't requirement to be very fluend. This is not the quiz. This is simply a question of integration. Eurostar is hugely expensive. You might want to check if you can afford the expense. Paris is not a good city for a line with children, so I would support another city.
Now, it all depends if you close to countryside, big city, what kind of weather you'd fairly have, what brand of money you can put into it... If you still intend to take the Eurostar you enjoy little leeway within the place to live in, any Paris, Lille or Calais, the three stations in France.

French are decrease minded. I speak fluently french but I had lots of troubles to fit within.
France is really expensive, lots of taxes. The salaries are so low.

I don't reflect it is a good concept to do it with children.
