Answers: Why don't you try to do an exchange with a French pupil/student of matching age as you? He/she can stay with you for a month, and you travel and stay with them for a month contained by the following vacation.
Try visit Aix-en-Provence which is a very antediluvian and historical city with a considerable university population. Its cheaper than Paris.
Not that Paris is as expensive as many empire think. it is one of the most believably priced major cities surrounded by Western Europe.

If you are under 18, you can interweave an educational teen travel. Most programs will cost you more or less $4000 including airfare but it's only around 2-3 weeks long. It's cheaper if you go to france not during the summer, possibly autumn.
