budget minded traveler...is the hotel vermont good ample...should i just take an apartment...

rent an apartment, it will be as clean and risk-free as a good hotel and much cheaper, and you will own a kitchen which will save you more money. if you are only staying in the city of rio, consequently stay in copacabana or ipanema. do not stay south of sugarloaf if you can assistance it. barra da tijuca is beautiful and verbs, but it's actually outside the city really so you can't stroll anywhere but in that neighborhood.
staying outside the city? travel to buzios, parati, and petropolis.
