I'm sure that is not Portuguese, and it I consider this is not Spanish either .

On the other hand, the "tequierro Chiqui Chiqui ta" section must be "te quiero Chiquitita" in Spanish, and it would imply "I love you girl" - in a sweet instrument.

I in recent times asked a Brazilian friend to translate this for me, and he said it is Spanish. It's not Portuguese.

I know Spanish, and it still doesn't make sense... so I don`t know it is a Spanish dialect or slang. The only member I can decipher is "tequierro" = "te quiero" = "I want"... the rest is claptrap to me. Sorry I couldn't help more =( Where did you attain this? What is it from?
Flavia W is correct, it is by Carrapicho. The question is probably done from audible range the song and trying to write it down. That can be quite thorny.
