When did cost of living allowance started within the philippines?

i need to know when did the cost of living allowance applied contained by the philippines, how much did it started and how much for the following years.

Therefore, the Cost of Living Allowance as incorporated contained by Philippine Labor Laws, as addition to deep-seated pay - started contained by the years of Martial Law, or the regime of Ferdinand Marcos.
