2 adults traveling thru Narita airport to Guam hold a 7hr layover and want to see the city of Tokyo possible?
Answers: Narita Airport is distant from Tokyo city center. It takes at lowest possible 1:30 to go from Narita to Tokyo center, one bearing.
And you must have time to check-in again.
Given those facts, I ruminate it's better for you to stay at Narita and enjoy shopping or so.
I have a 6hr stopover at Narita and it went completely quickly. By the time you achieve off the plane, find somewhere to drink, have a shower at the airport and freshen up, check out adjectives the cool airport shops etc its almost time to check in for your connecting flight. Don't presume 7hrs would be enough to be in motion to Tokyo city.
1hr for entering Japan.
2hours to Tokyo
2hours from Tokyo to airport
2hour for your check in.

no, it's more or less 1 1/2 hour into the city and another 1 1/2 back. afterwards you'll have to travel to where on earth ever you want to visit etc.
there's a nice temple within narita city you can go call in. it's only 15-20 minutes away.
