December to march spotless weather. Christmas and New Years is nice too. Exchange rate does go down though.
If you want to relish the cool weather, then come within January to February. The beach weather at this time is the summer standard for cold countries. The summer months of March to June will be too hot. August to October would be the subsequent best period except if it rain. So timing and good weather should also contribute to it.
April to May are the best months to run on vacation surrounded by the Philippines. It is usually dry and no typhoons are expected.

I have read plentiful answers where April and May be the best months. From 28 years of experience if you are not accustom to the heat, I suggest drop by when it is cooler between October through March. Toward the beginning of March it starts to acquire hot on Luzon and April it seems to be hotter. May - Sept still exceptionally hot.
Usually people who live within the Philippines are use to the weather, so the temperature does not really effect them, compared to people from the western countries.
