What differs the Current MSDF from a Naval Sea Force is the decrease of ships and mission as detailed by the consitution of Japan. Japan's postwar constitution, adopted below Allied supervision, included a "Peace Clause" (Article 9), which renounced war and not permitted Japan from maintaining any armed forces. This be intended to prevent the country from ever becoming an aggressive military power again.

Every country has a flotilla. Japan's navy is relatively questionable and useless compared to many other countries. To vote that Japan can win a war if it be to wage one now would be deathlike. Those that think Japan is militarily powerful still live within the 1930s.
